Internet toolbars are a common way for virus/spyware to gain access to your computer. Some will try to grab personal information to sell or use illegally. Desktop helpers (i.e. weather bug) often attempt to accomplish similar ends. Best thing to do is to not give them a chance and don't install them, they are seldom as helpful as they say they are.
